Which exchange(s) have 0% trading fees (at least for BTC/USDT) and a decent API?

Which exchange(s) have 0% trading fees (at least for BTC/USDT) and a decent API?

I was using Binance.US but they're in trouble at the moment.

I absolutely need the first 4 but all 5 would be great.

1. Available to US residents.
2. At least in the top 50 exchanges by volume.
3. 0% spot trading fees on BTC/USDT (right out of the gate, not a tiered system)
4. Decent API
5. Decent volume
